Lt Col Tim Purbrick RL is an Army Reserves staff officer in the Concepts Branch at Army HQ. The Concepts Branch look out 20+ years to try to understand the future operating environment in order to help the Army shape itself to meet the challenges of that future environment. Lt Col Purbrick's brief includes Media, Information Warfare and Cyber Warfare. However, it was his previous civilian employment, family and personal interests which, towards the end of 2013, ensured that his attention was caught by an article on cultural property protection (CPP) by Prof Peter Stone OBE in the British Army Review. Lt Col Purbrick wrote the endorsed Army HQ paper, Delivering a Cultural Property Protection Capability, and is Chairman of the Military Cultural Property Protection Working Group.

The Government's decision in mid 2015 to ratify the Hague Convention (1954) and its two Protocols, through the Cultural Property (Armed Conflicts) Bill, obliges the Armed Forces to conduct more CPP training, establish a unit of military CPP specialists and to acquire, collate and ensure that cultural property geo-spatial data is available to the Armed Forces during training and operations.
